Chinese Commissioners leave Peking in a few days to study Trade Regulations and delimitate the frontier. They proceed from Canton to Wuchow in steamers, thence to the Tonquin frontier opposite Langson and Kaobang, and westward along the southern frontier of Yunnan. French Commissioners will proceed about the same time from Tonquin to meet them at the frontier.
The names of the Chinese Commissioners, so far as is yet known, are Chou Té-jun and Têng Chêng-hsiu, who will be accompanied by a considerbale staff, and not improbably by members of the Maritime Customs Service.
I understand that you will have no difficulty in drawing at Chung-ch'ing such funds as you require. In case of your drawing more than you are ordinarily authorized to do, you will at once inform me, in order that I may place an additional sum to the credit of Her Majesty's Consul at Hankow.
